Trump says military action is not his 'first choice' on North Korea

Tillerson has gone so far as to directly address North Korea, and offer assurances that the United States does not plan to invade.

The White House readout of the call said Trump and Xi "condemned North Korea's latest provocative and destabilizing action and noted North Korea's current path is risky to the world and not in its own interest".

While North Korea has accused US and South Korean military exercises as a dress rehearsal for invasion, the leaders responded they were acting in self-defence.

While China says that it follows all the UNSC directed sanctions, Americans believe that Beijing is not stringent about implementation.

China has put forth a "freeze-for-freeze" proposal that would suspend large-scale US military exercises with South Korea in return for a suspension of North Korean nuclear and missile tests. While China buys coal from Kim Jong-un, it provides oil and food to North Korea. According to Putin, Moscow and Beijing have developed a roadmap for the settlement on the Korean peninsula, created to contribute to the gradual reduction of tension, and the creation of a mechanism for lasting peace and security.

U.S. Ambassador to the United Nations Nikki Haley told the meeting emphatically that "only the strongest sanctions will enable us to resolve this problem through diplomacy".

North Korea says it detonated a hydrogen bomb in its sixth nuclear test on Sunday.

"At the same time, we always persist in safeguarding peace and stability on the Korean Peninsula and resolving the issue through dialogue and consultation", Xi said.

North Korea prompted consternation from global leaders after it flew a missile over Japan last month.

Moon said Wednesday that the situation could get out of hand if North Korea's missile and nuclear tests aren't stopped. Abe has also asked Russian President Vladimir Putin by phone to cooperate.

The draft resolution would also ban exports to North Korea of condensate, refined petroleum products, and natural gas liquids.
