New US health plan to come in March, says Trump

Until Congress began taking steps to dismantle the Affordable Care Act ("ACA"), the health care law enacted in 2010 potentially afforded defendants involved in lawsuits a novel way to reduce claims for future medical expenses.

It's not clear that a phaseout of the program would fly in the Senate, where 19 Republicans represent Medicaid expansion states.

Howard says states now have an incentive to increase their spending on Medicaid, because it boosts the amount of federal money they get.

However, Ryan said it's been his dream for "a long time" to reform the nation's tax code, as "we had not done tax reform since the year I got my driver's license, so it has been a long time and it's high time we have done it".
